All animals found dead, and all meat or other offensive matter thrown out and left in such places as to become a nuisance, shall be removed or buried by the owner or owners thereof. If the owner or owners thereof neglect or refuse to do so, when ordered, they shall be subject to a penalty of not more than two hundred and fifty dollars; and not more than two hundred and fifty dollars for every twelve hours thereafter until such animal or offensive matter shall be removed or buried.
