No swine shall be kept or harbored within the corporate limits of the Village, except by permission of the Mayor or Board of Trustees, and upon conditions determined by said Board. Any person violating this ordinance shall be liable to a penalty of not more than two hundred and fifty dollars for every twenty-four hours that such violation shall be continued after notice to him in writing from the clerk of the Village to discontinue the same.
